Action: Notice of intent to submit a Passenger Facility Charge (PFC) application.

SUMMARY: The County of Clinton proposes to submit and invites public comment on their application to impose and use a PFC at Plattsburgh International Airport.

Proposed charge effective date: January 1, 2009
Proposed charge expiration date: June 1, 2015
Total estimated PFC revenue: $732,355.00

Brief description and PFC amount for each proposed project:
Impose and Use Projects:
• Relocate Runway Lighting, Remarking & Airfield Signage – $97,246.00 –
Replace existing edge lighting and signage system for Runway 17-35 to provide
for a 200 foot wide Runway to meet Part 139 certificate requirements for commercial service airports.
• Runway 17-35 Rehabilitation - $38,132.00 – Repair and sealing of joints and partial and full-depth repair of spalled areas of the Runway 17-35 concrete
pavement to meet FAR Part 139 Subpart D Section 139.305. Part 139 requires the airport owner to maintain and properly repair all paved areas of the airport.
• Taxiway Lighting & Marking - $10,695.00 – Replace Taxiway edge light fixtures to meet Part 139 certificate requirements for commercial service airports.
• Passenger Terminal Building - $418,617.00 – Construct passenger terminal building to enplane/deplane passengers, and to provide parking, security, and
general office space for the airport.
• Perimeter Fencing - $12,737.00 – Installation of Security Fencing to meet FAA and TSA security requirements.
• Runway 17-35 NAVAIDS - $105,596.00 – Installation of a Category 1 Instrument Landing System (ILS) on Runway 35 to provide pilots with electronic
guidance.
• Aircraft Rescue and Fire Fighting (ARFF) Vehicle - $23,700.00 – Replace 32 year old equipment per FAA Certification Inspection.
• PFC Application (Impose and Use) – $25,632.00– Recover administrative costs.
